Mandate

As part of the efforts of the Federal Government’s commitment to reform the Nigeria Police Force, the Police Inspectorate Department was created in 2009 to do the following:

Serve as the Secretariat of Governing Boards of Police Colleges, including Police Academy, Wudil (POLAC), Kano.
Serve as Secretariat of Police Public Complaints Committee.
Formulation and implementation of Policies on matters relating to Police Training programmes; and Police Institutional Capacity Building Projects.
To handle all matters relating to international and external training aids to augment police Training and Training Institutions budget, e.g., World Bank technical assistance package, MDGs, ETF, etc.
Handling all sub-regional, regional and international activities in collaboration with the Nigeria Police Force as it affects the Ministry in terms of seminars, conferences, symposia and workshops i.e., West Africa Police Chiefs Committee General Assembly (WAPCCO) and INTERPOL General Assembly to enable central control and reporting mechanism.
Preparation of memoranda in respect of Police Training Programmes and Capacity Building Projects for Police Schools and Colleges such as rehabilitation and routine maintenance of school’s infrastructure.
Monitoring and evaluation of all Police Trainings and Capacity Building Programmes at Police Colleges and Training Institutions.
Monitoring the Performance of Personnel of the Nigeria Police Force in the discharge of their duties in accordance with the statutes and extant regulation of Government, including Election monitoring.
Receipt, investigation and making appropriate recommendations on complaints of the public on Nigeria Police Force and its personnel.
Design, and in concert with the Nigeria Police Force, implement strategies for enhancing the image and performance of the Nigeria Police Force.
Liaise with the Police Service Commission on matters affecting personnel of the Nigeria Police Force.
Provision of inputs into the periodic review of Police welfare matters
Monitoring and reporting on the state of equipment, accommodation and training needs of the Nigeria Police Force with a view to ensure their adequacy; and regular visitations to Police Stations, Barracks, Duty post/beats and other activities at least on quarterly basis.
Police weekly briefing, recording and processing of general Police statistics on crime and other matters.
Preparation of periodic and annual reports on the activities of Police Inspectorate Department.
Design and implementation of programmes to inculcate the virtue of anti-corruption, ethics, probity and transparency in the affairs of the Nigeria Police Force.
Preparation of quarterly and annual reports on the progress of implementation of Police Training and Capacity Building Projects relating to Police Training Institutions.
Handling matters relating to the Insurance of Assets of the Nigeria Police Training Institutions.
Review and implementation of policies on Community Policing.
Handling Police Community Relations’ matters.
Handling matters on training of the Nigeria Police Force.
Inspection of Police Training Institutions.
Periodic review of the curricular of Police Training Institutions.
Monitoring of the training programmes of the Nigeria Police Force local and abroad.
Provide technical and logistics assistance and support to the Nigeria Police Force.
Conducting Police Public Perception Survey.

Training and Capacity Building Police Performance Monitoring Police Community Relations

Training and Capacity Building being one of the cardinal issues of the Nigeria Police Reform Agenda was designed to take care of the training and re-training of Officers and men of the Nigeria Police Force to make them more pro-active in the fight against crime and criminality, as well as enhance their knowledge in Police operations and respect for Human Rights. To this end the Police Inspectorate Department through the Training and Training Institutions Division successfully supervised the Pilot programme on Strategic Crime Prevention and Control in Seven Cities, as well as several Training programmes from 2010 to 2015. Some of the training programmes coordinated and supervised by the Department include but are not limited to, are:
