Digitalization Sensitization Programme (DSP)

DSP is the Ministry of Police Affairs’ Digitalization Change Management Initiative, created to ensure that staff are empowered to embrace new systems, particularly the Enterprise Content Management

While the Enterprise Content Management (ECM) system forms the technical backbone of our digitalization agenda, DSP focuses on the people side, building awareness, driving culture change, and securing staff buy-in. It is designed to bridge the gap between technology and adoption, making digitalization a lived reality across the Ministry.

DSP is a strategic Change Management Programme designed to prepare staff for the cultural and behavioral shifts required by digital transformation. Through innovative approaches, it drives awareness, builds enthusiasm, and fosters continuous upskilling as digital infrastructure is being deployed.

Unlike traditional classroom training, DSP encourages a self-help, do-it-yourself culture. Participants are expected to explore digital tools and resources online ahead of competitions, ensuring that those most committed to growth and innovation rise to the top. This approach builds both the digital skills and the right mindset for embracing new technologies and workflows

At the heart of DSP is DigiChallenge, a gamified platform that engages public servants through competitions, leaderboards, and interactive learning, strengthening the adoption of Enterprise Content Management (ECM), digital workflows, and paperless processes.

This initiative is fully aligned with the Federal Government’s FCSSIP (2021–2025) vision of a fully digitized, paperless civil service by December 2025, an imperative highlighted by the Head of the Civil Service. By making upskilling interactive and fun, DSP addresses the limitations of traditional classroom training and accelerates readiness for e-government systems like ECM.

The pilot of the DSP will run as five (5) major events between now and the end of the year, culminating in the official unveiling of the DigiChallenge Platform a sustainable hub for continuous learning, gaming, and competition.

DSP is delivered through five strategic arms:

  1. Introduction of DigiChallenge as a product under DSP.
  2. Vision setting, keynote speeches, and unveiling of first challenges.
  1. First round of competitions and digital knowledge challenges (offline/physical).
  2. Opportunity for sponsors to provide branded challenge areas.
  1. Broader set of competitions with more staff participation.
  2. Partner visibility in media and engagement materials.
  1. Final series of competitions and engagement before awards.
  2. Build momentum ahead of platform unveiling.
  1. Celebration of winners and champions.
  2. Presentation of tech gadget prizes (strictly tech-based awards).
  3. Official unveiling of the DigiChallenge Platform – ensuring the product lives on beyond the events
